Well, the vagina is ridiculously pliable, so I'd assume that even if women with dwarfism have smaller than normal vaginas, they'd be able to, erm... stretch to accomidate. I don't actually have any idea if dwarfism would have any affect on the size of the genitals, and I'm not brave enough to Google "dwarfism and genital size", so...
